TO
ALL AFFILIATED UNITS / STATE COMMITTEES

Dear Comrades,

WAGE REVISION – DISCUSSIONS WITH IBA.

OPERATING PROFITS AND RETURN ON ASSETS

ARE THE KEY FACTORS LEADING TO BANKWISE SETTLEMENT.

The discussion on wage revision, which was delayed by a month, was held at IBA office on 29th September 2018 in the forenoon.

The Chairman, Negotiating Team, Shri.R.K.Takkar, was on Video Conference, as he was recouping after a brief hospitalization. Shri. Prashant Kumar CFO SBI, Shri.Rajkiran Rai, Chairman, Union Bank Of India, Shri. Shyam Srinivasan, MD&CEO, Federal Bank ,Shri.V.G.Kannan CEO IBA, Shri.B.Raj Kumar, Dy.CEO,IBA, Shri.S.K.Kakkar Sr.Advisor ,Shri.K.S.Chauhan Advisor HR&IR, and other officials of HR department of IBA. The representatives from nine constituents attended the meeting.

2.While initiating the dialogue, Chairman Negotiating Team, was categorical that the earlier offer of 6% on Payslip components stands, however enhancing across the board uniformly to all banks may not find favour. As a via media, it was suggested by Shri.Prashant Kumar, CFO SBI, to go through the contents presented through power point presentation. The details are broadly as under:
  • Performance linked compensation will be incorporated;
  • The value will be over and above the increment agreed in the bipartite settlement.
  • Will be computed annually after declaration of annual financial results.
  • Operating Profit and Return on Assets are the key metrics.
  • Payout rate to be related to performance based tiring.

3. It was reiterated that the offer made earlier should be substantially raised. In turn IBA suggested to the unions to study the document presented through power point presentation and if any alternatives are there, they expressed that they are prepared to discuss the same further with the representatives.

4. While Chairman Negotiating Team, reiterated that the negotiations for officers are confined upto Scale III only, all the four officers organizations have categorically expressed that negotiations should cover all the seven scales and appealed to IBA to follow up with the five Banks, as they had taken up earlier with Six banks after CLC suggestion in the end of May,2018.

5. MERGER OF DA; As per the past practice the merger of D.A for construction of new scales, the proposal to merge 6352 points was suggested. The reaction from IBA is awaited.

We shall keep you informed the developments.

Yours comradely

Bank Wage Revision: 10th Bipartite Wage Hike 15% – IBA’s Initial Offer 2%

Bank Wage Revision: 10th Bipartite Wage Hike 15% – IBA’s Initial Offer 2%

“UFBU rejects IBA’s initial offer of 2% hike in wage bill- 10th Bipartite settlement, there was increase of 15% hike in wage bill”

UFBU circular on Wage revision talks

Dear Comrades,

• WAGE REVISION TALKS WITH IBA & NEGATIVE ATTITUDE OF IBA-GOVERNMENT
• UFBU REJECTS IBA’s INITIAL OFFER OF 2% HIKE IN WAGE BILL
• DECIDES TO RESORT TO AGITION AND STRIKE ACTIONS
• HOLD MASSIVE DEMONSTRATIONS ALL OVER THE COUNTRY ON 8th/9th MAY
• GET READY FOR 48 HOURS CONTINUOUS STRIKE BY END OF MAY, 2018

“The much delayed negotiations with IBA on our Charter of Demands for wage revision re-commenced on 5th May, 2018 after a gap of nearly six months.

IBA team was led by Shri R.K. Takkar, MD, UCO Bank & Chairman of Negotiating Committee, Shri V.G. Kannan, Chief Executive, IBA, Shri P.S. Jayakumar, MD, Bank of Baroda, Shri Rajkiran Rai, MD, Union Bank of India, Shri Shyam Srinivasan, MD, Federal Bank and Shri S.K. Kakkar, Senior Advisor-HRA, IBA. UFBU was represented by leaders of our nine constituent unions.

Medical Insurance Scheme: The IBA insisted that representatives of UFBU should be part of the Committee to appoint the broker/service provider for administration of the Medical Insurance Scheme. We flatly refused to be part of that Committee since appointment of the Broker is not part of our Settlement and Unions are not to be involved in the same. However, we informed IBA that UFBU will be willing to discuss the problems faced by employees, officers and retirees to ensure that the scheme is implemented without any hassle. It has been decided to discuss the issue further.

Wage increase: We insisted that in view of the inordinate delay since the last meeting, the IBA should come out with their initial offer so that further negotiations can take place and finality reached expeditiously. We pointed out that Government/Finance Ministry have been repeatedly advising all Banks and IBA to expedite the wage revision process but the matter is being delayed. IBA stated that the Banks are facing increasing stress on profitability and the position of the Banks are not that good and this should be kept in mind while discussing the demands for wage revision. We stated that all the Banks are earning Operating Profits and it is only because of huge apportionment towards provisions for bad loans that Banks’ profitability is getting eroded and this in no way can be attributed to the employees and officers working in the Banks. Hence we demanded that there should be adequate and satisfactory wage revision.

However, IBA informed that looking to the present position of the Banks, there are constraints on their part and hence made their initial offer of 2% hike over the total Wage Bill as on 31-3-2017.

We informed the IBA that in the 10th Bipartite settlement, there was increase of 15% hike in wage bill and hence this offer of IBA is highly disappointing and totally unacceptable even as an initial offer.

We demanded that IBA should improve their initial offer so that the matter can be further negotiated to reach a mutually acceptable settlement with satisfactory and adequate wage increase.

IBA regretted their inability to improve their initial offer and hence UFBU outrightly rejected their offer and informed them that UFBU would be compelled to resort to agitational progrmames to press our reasonable demands.

UFBU Meeting: Thereafter, meeting of the UFBU was held and it was decided that the very meager offer of IBA should be brought to the attention of the Finance Ministry for their intervention and at the same time UFBU should commence agitational programmes.

Programme: 8th or 9 th May, 2018

Massive demonstrations all over the country before bank branches either during lunch time or after office hours. In bigger towns and cities, centralised demonstrations should be held.

By end of May, 2018, 2 Days/48 hours continuous Strike action preceded by other agitational programmes. (Dates of the strike will be informed next week after waiting for the response of the Government)

Comrades, we have been exercising utmost patience in pursuing our demands but perhaps IBA and Government have taken it as our weakness. It is time to show our unity and united resentment against the unreasonable approach of the IBA and the casual attitude of the Government in resolving our genuine demands for wage revision. Forge total unity, make the protest demonstrations massive in all places and await our call for strike action.”

Text of letter No.AIBOC/2018/28 dated 01.05.2018

The Additional Secretary,
Department of Financial Services
Govt of India
NEW DELHI

Dear Sir,

Issues affecting Banking Sector

Thank you very much for inviting us for a discussion. We thank the Ministry for the following:

1.The IBA has called us for the Wage Negotiation on 5th May 2018 after our meeting with the Secretary, DFS on 21.03.2018.
2.The implementation of Ind As has been deferred by one year giving small relief to Banks.
3.RBI has reduced the provision for accounts transferred to NCLT by 40% instead of 50%.
4.The provision for Investment Fluctuation has been allowed to be spread for 4 quarters instead of one.

However the following issues remain and we request your urgent intervention.

Wage Revision: The issue of restricted mandate has not been settled yet. SBI, PNB, UBI, Indian Bank, CBI and BOB have given restricted mandate. This requires your personal intervention.
There is widespread disenchantment with the salary structure. Recently Karnataka, Andhra Pradesh and Telengana Govts. have given a good salary hike. Hence, we request your intervention for a decent wage hike without looking at the Net Profit as Banks are instrumental in implementing the Govt. schemes without any compensation. Moreover, in the last 3 years Banks have written off Rs. 2,41,000 Crores and our Wage Revision cost will be negligible in comparison. Without employee satisfaction the Banks can’t grow.

The starting basic of an officer in Govt is Rs.56100/-
The starting basic of an officer in RBI is Rs.35150 /-
The starting basic of an officer in LIC is Rs.33745/-
The starting basic of an officer in Bank is Rs.23700/-

Basic Pay is crucial for everything including superannuation. Hence we request that it should be similar to that of the Central Govt. Officers as presented by the Pillai Committee.

Our other demands are:

i)Five Day Week
ii)Regulated Working Hours
iii)Child care leave for ladies with salary
iv)Crèche facility
v)Assured Pension etc.

[Copy of Charter of Demands & Further Notes submitted to IBA enclosed]

Appointment of Officer Director / Employee Director. At present no Public Sector Bank has an Officer Director or Employee Director.

Implementation of the Recommendation of the Parliament Standing Committee on NPA. If the recommendations are implemented the entire Banking Industry can be saved. (Copy of the Report enclosed)

Please don’t levy tax on Gross Profit. The tax should be on net profit. RBI should provide interest on CRR which at present is almost one lakh crores. This will help the Banks.

Reimburse Expenditure on Govt Schemes. The expenditure on Jandhan, Pension Yojana and other Govt Schemes if reimbursed will help the Banks.

Stop Cross Selling: In the name of Universal Banking we have allowed Banks to sell insurance, Mutual Funds & other products. The huge incentive has lead to misselling. Please intervene. (Note Enclosed)

Review PCA: The 11 banks under PCA have not improved their performance. Hence a review is needed.

Review IBC & NCLT: Both have created lot of problems. They are not helping Banks but benefit the defaulters and new purchasers of the companies. Urgent steps are needed.

Yours faithfully,
Sd/-

Circular No. 2/2018
TO ALL MEMBERS

Dear Comrades.

• UFBU MEETING HELD ON 6TH FEBRUARY 2018
• UFBU DECIDES ALL INDIA STRIKE ON 15TH MARCH 2018
• IBA INVITES UFBU FOR NEGOTIATIONS ON 21ST FEBRUARY 2018

We reproduce hereunder the Circular No. UFBU/2018/01 Dated the 9th February 2018 issued by Com. Sanjeev K. Bandlish, Convenor, United Forum of Bank Unions (UFBU), for information of all affiliates and members.

With revolutionary greetings,

Yours Comradely,

(R. K. SHARMA)
GENERAL SECRETARY

In the background of virtual silence on the part of IBA to hold negotiations with UFBU on our current demands for revision of wages and services conditions, a meeting of UFBU was held at Mumbai on the 6th February 2018.

Delay in wage revision: The meeting was concerned to note that for the past three months, IBA has not held any meeting with us on our demands for wage revision despite assuring us in the meeting held in October, 2017 that shortly another meeting would be held when the IBA would make their offer. So far, there has been no response. Department of Financial Services of Government of India has also been communicating to all the Banks and IBA to conclude the settlement without delay. Even this has been ignored. Regrettably, when we took up the matter with the Government to intervene to expedite the settlement, there was no response. Hence, it was decided after due deliberations that agitational programmes including strike actions have to be resorted to.

Strike call: Accordingly, it was decided to give the call for All India Strike on the 15th March 2018 preceded by other protest programmes like deputation to Chairperson IBA, demonstrations, mass rallies, Badge wearing, Dharna, etc.

IBA invites UFBU for Talks: After our taking the decision on the 6th February 2018, we have been informed by the IBA vide their letter dated the 7th February 2018 that the next round of negotiations on our demands for wage revision has been fixed for the 21st February 2018.In view of this, we shall take part in the negotiations on 21.02.2018 to impress upon the IBA to expedite the settlement. Looking to their response in the meeting on 21st February 2018, UFBU will meet immediately thereafter and take the decision about our agitational programme and strike call.

Continued attacks on Banking Sector – Mass signature Campaign : Further to our successful protest strike on 22.08.2017 and the massive Morcha to Parliament on 15.09.2017, it was decided to undertake mass signature campaign in the Petition to Speaker of Lok Sabha to seek the support of the people to our demands. Already the draft Mass Petition has been circulated to units. The meeting observed that the units are in the process of collecting signatures from the general public and the response is encouraging.

It was decided to complete the campaign by the end of March 2018 so that the Mass Petitions can be handed over to the Speaker of Lok Sabha in the first week of April, 2018 before the conclusion of the surrent Budget Session.

UFBU MEETING HELD ON 13.11.2017 – AIBEA Circular

UFBU MEETING HELD ON 13.11.2017 – AIBEA Circular

UFBU MEETING HELD ON 13-11-2017

UFBU meeting was held in Mumbai in AIBEA Office on 13-11-2017. Com.K.K. Nair, Chairman of UFBU presided over the meeting.

1.Increasing attacks on banking sector: The meeting conveyed its appreciation to all units and members for the massive participation in the Morcha to Parliament programme on 15-9-2017. The meeting noted that Government is planning to further go ahead with their banking reform measures and hence decided that our campaign and struggle should be continued and intensified. While reiterating the decision to launch strike actions if the Government would take any adverse decisions, the meeting decided that State-level campaign should be undertaken to explain all these attacks to our grass-root level members and also to the general public. It was also decided to undertake mass signature campaign for submitting the Petition to Speaker of the Lok Sabha. Details of this programme along with the copy of the Petition will be sent to units shortly.

2. Wage Revision: The meeting took note of the details of the discussions held so far by the IBA with the Workman Unions/Officers Associations. The meeting noted that while some rounds of discussions have taken place on non-financial demands, the IBA was yet to come out to make their initial offer although it is six months since the formal negotiations have begun. Hence it was decided to take up the matter with IBA to immediately hold the meeting of the Negotiating Committee and to make their offer. It was also decided that UFBU representatives shall meet the top management of the Banks who have given restricted mandate for officers to the IBA.

3. Extend support to Two Days Strike in Regional Rural Banks: United Forum of RRB Unions has given a call for two days strike on 11th and 12th December, 2017 on their demands like opposition to privatization of RRBs, extension of PF-Pension Parity for RRB employees and officers, compassionate ground appointments, parity in service conditions at par with sponsor banks, etc. It was decided to extend our support to their strike and their demands as follows:
i. UFBU to address a letter a Finance Minister
ii. Constituent unions to address letter to Finance Minister
iii. Our members to participate in their demonstrations on 11th and 12th December on the strike days.

4. Support to AIBEA-AIBOA Strike on 27th December, 2017: The meeting decided to extend fraternal support to the call given by AIBEA and AIBOA for All India Strike on 27th December, 2017 demanding immediate wage revision for IDBI Bank employees and officers.

UFBU’s LETTER TO CHAIRMAN, IBA

“ You are well aware that on the Charter of Demands submitted by our Employees Unions and Officers Associations, discussions have commenced from May, 2017 and quite a few rounds of discussions have also taken place. Right from the beginning IBA has been expressing that the entire discussions need to be concluded at the earliest, preferably before Diwali festival so that the revised pay scales can be implemented from 1-11-2017. Department of Financial Services, Ministry of Finance, Government of India have also been issuing frequent communications that the negotiations are to be completed well in time before 1-11-2017.

2. But it is observed that while discussions are taking place on non-financial demands, so far IBA has not made any offer on increase in wages. You will appreciate that increase in wages is the crux
of the Charter of Demands submitted by us and IBA’s silence on this important issue, is a matter of serious concern to all of us.

3. While reiterating our commitment to conclude the discussions early and expedite the Settlement through mutual discussions, we wish to point out that expeditious Settlement is not possible if IBA does not come forward to make their offer on quantum of wage increase and negotiate the same to the satisfaction of all to conclude the Settlement without any further delay.

4. IBA’s reluctance or delay in making the offer on wage revision for the past six months is creating resentment and restlessness among the rank and file of employees and officers and hence it is not desirable to delay it any further. As already requested in the last round of meeting, we urge upon IBA to convene the meeting of the Negotiating Committee immediately, make their initial offer and conclude the settlement expeditiously so that the whole process of wage revision settlement for employees and officers is completed. Looking forward to your positive response ”

With greetings,
Yours Comradely,
C.H. VENKATACHALAM
GENERAL SECRETARY

It was decided to discuss the issue further.

  • – On our demands like Child Care Leave for women employees, Sabbatical Leave, Study Leave, etc., it was agreed that Unions would submit a Note for further discussion.

We pointed out that considerable time has elapsed since commencement of the discussions in May, 2017 on our Charter of Demands, but so far IBA has not come forward with their offer on wage increase and hence demanded that the next meeting of the Full Negotiating Committee should be fixed up at the very earliest for this purpose.
