Sub:- Grant of Dearness Relief in the 5th CPC series effective from 01.07.2018 to CPF beneficiaries in receipt of ex-gratia payment-reg

In continuation of this Department’s OM No. 42/06/2018-P&PW(G) dated 19.04.2018, the President is pleased to decide that the Dearness Relief w.e.f 01.07.2018 to the CPF beneficiaries in receipt of ex-gratia payment shall be paid in the following manner:-

(i) The surviving CPF beneficiaries who have retired from service between the period 11.1960 and 31.12.1985, and were sanctioned ex-gratia Rs, 600/ p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 and revised to Rs.3000, Rs.1000, Rs.750 & Rs.650 for Group A, B, C & D respectively w.e.f 4th June, 2013 vide OM No. 1/10/2012-P&PW(E) dtd. 27th June, 2013 shall be entitled to enhanced Dearness Relief from 274% to 284% w.e.f 01.07.2018.

(ii) The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 shall be entitled to enhanced Dearness Relief from 266% to 276% w.e.f 01.07.2018.

(a) The widows and eligible children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and were sanctioned ex-gratia payment of Rs. 605/- p.m. and revised to Rs.645/-p.m w.e.f 04 June, 2013 vide OM No 1/10/2012-P&PW(E) dated 27th June,2013.

(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs.659/-, Rs.703/- and Rs.965/-

2. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

3. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

4. In their application to the Indian Audit and Accounts Department, these orders issue after the concurrence of 0/o C&AG.

5. This issues in pursuance of Ministry of Finance, Department of Expenditure OM No. 1/3/2008-E.II(B) dated 11th Sept,2018.

Sub: Grant of Dearness Relief to Central Government pensioners/family pensioners — Revised rate effective from 01.07.2018.

The undersigned is directed to refer to this Department’s OM No. 42/06/2018- P&PW(G) dated 22.03.2018 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 7°/o to 9% w.e.f 01.07.2018.

2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4134/2002-P&PW(D) Vo1.11 dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Burma/ Pakistan, in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&PW(B) dated 11.09.2017.

3. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

4. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

5. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

6. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

7. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II134-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

8. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

9. This issues in accordance with Ministry of Finance, Department of Expenditure’s OM No. 1/2/2018-E.II(B) dated 07th Sept,2018.

Today Union Cabinet approved to hike 2% Additional DA & DR for CG Employees and Pensioners with effect from July 2018

Cabinet approves additional 2 percent Dearness Allowance (DA) for Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1st July, 2018

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modihas approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Deamess Relief would be Rs.6112.20 crore per annum and Rs.4074.80 crore in the financial year 2018-19 (for a period of 08 months from July, 2018 to February, 2019).

This will benefit about 48.41 lakh Central Government employees and 62.03 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

(a) whether the Dearness Relief of 119 per cent as effective from 1st July, 2015 was the last one taken into consideration by the 7th Central Pay Commission (CPC) while recommending the formulae for revision of pension for civilian personnel including Central Armed Police Forces (CAPF) who retired before 01.01.2016 and if so, the details thereof;

(b) whether the retirees were in receipt of six per cent Dearness Allowance (DA) w.e.f. 01.01.2016 till the implementation of the Pay Commission Report and if so, the details thereof;

(c) whether at the time of implementation of 7th CPC Report, the six per cent has been denied and if so, the reasons therefor; and

(d) the remedial measures taken/being taken by the Government to remove their hardship and to restore the DA denied to them?

Sub: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 01.01.2018.

The undersigned is directed to refer to this Department’s OM No. 42/15/2016-P&PW(G) dated 28.09.2017 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 5% to 7% w.e.f 01.01.2018.

2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No.4/34/2002-P&PW(D) Vol.II dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Burma/ Pakistan, in respect of whom orders have been issued vide this Department’s OM No.23/3/2008-P&PW(B) dated 11.09.2017.

Separate orders will be issued in respect of above category.

4. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. The payment of arrears of Dearness Relief shall not be made before the date of disbursement of pension/family pension of March, 2018.

6. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45173/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The undersigned is directed to refer to subject cited above and to say that the grant of dearness relief to rc»employed pensioners/family pensioners is presently regulated in accordance with the instructions contained in this Department’s 0M No. dated 02.07, 1999 and subsequently amended vide this Department’s dated 38/88/2008- dated 09.07.2009

2. DoPT, vide their OM No.3/3/2016-Estt.(Pay II) dated 01.05.2017 have issued instructions for revision of ignorable amount of pension from Rs.4000/- to Rs. 15000/- (Rupees Fifteen Thousand) for the purpose of fixation of pay in the re-employment post. Accordingly, the amount Of Rs. 4000/- appearing in this Department’s 0M dated is revised as Rs. 15000/- (Rupees Fifteen Thousand). The other conditions for grant of dearness relief In OM dated 02.07 1999 remain the same.

3. In their application to Indian Audit Accounts Department, these orders are being issued after consultation With the Comptroller & Auditor General of India.

4. This issues With the concurrence of Ministry of Finance, Department of Expenditure ID Note No.181/E-V/2017 dated 17.11.2017 and Department of Personnel & Trainmg ID Note no dated 18.09.2017.

Dearness Relief payable to Pensioners for the period February 2018 to July 2018

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers  (Base 1960=100) for the quarter ended December 2017 are as follows:-

October 2017 – 6551.03
November 2017 – 6573.86
December 2017 – 6528.21

In terms of Regulation 37 of Bank Employees’ Pension Regulations, 1995 Dearness Relief is payable to pensioners at rates specified in Appendix II to the Regulations.

Pending amnedments to Pension Regulations, Banks may pay on ad hoc basis, the Dearness Relief payable to pensioners for the period February 2018 to July 2018 as per Annexure.

These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/ Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4/34/2002-P&PW(D) Vol.II dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of adhoc ex-gratia allowance in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&PW(B) datd 11.09.2017.

3. In partial modification of this Department OMs of even no. dated 16.12.2016 and 27.04.2017, Central Govt. absorbee pensioners in PSU/ Autonomous Bodies referred to in category (i) in para 2 and Burma Civilian pensioners/family pensioners referred to in category (vi) in para 2 above, will also be eligible for dearness relief @ 2% w.e.f 01.07.2016 and @ 4% w.e.f 01.01.2017, in terms of this Department OMs of even no dated 16.11.2016 and 07.04.2017 respectively. The dearness relief already drawn by the above pensioners in terms of OMs dated 16.11.2016 and 27.4.2017, will be adjusted from the revised dearness relief payable under these orders.

4. These orders shall not be applicable on CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No.45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1110/2012-P&PW(E) dtd 27.06.2013. Separate orders will be issued in respect of above category.

5. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

6. Other provisions governing grant of DR in respect of employed family pensioners and reemployed Central Government Pensioners will be regulated in accordance with the provisions contained
in this Department’s OM No.45173/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No.38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

7. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

8. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

9. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-II dated 23/0411981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

10. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

11. This issues in accordance with Ministry of Finance, Department of Expenditure’s OM No.1/9/2017-E.II(B) dated 20th Sept, 2017.

Cabinet approves release of additional 1% Dearness Allowance to Central Government employees and Dearness Relief to pensioners w.e.f. 01.07.2017 

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for release of additional 1% Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners. It will be applicable from 01.07.2017.

The release of the additional instalment of DA represents an increase of 1% over the existing rate of 4% of the Basic Pay/Pension, to compensate for price rise. This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

The combined impact on the exchequer on account of both DA and DR would be Rs.3068.26 crore per annum and Rs.2045.50 crore in the financial year 2017-18 (for a period of 8 months from July, 2017 to February, 2018). This will benefit about 49.26 lakh Central Government employees and 61.17 lakh pensioners.

Dearness Relief payable to Pensioners for the period August 2017 to January 2018

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June, 2017 are as follows :-

April 2017 – 6322.77
May 2017 – 6345.60
June 2017 – 6391.25

In terms of Regulation 37 of Bank Employees’ Pension Regulations, 1995 Dearness Relief is payable to pensioners at the rates specified in Appendix II to the Regulations.

Pending amendments to Pension Regulations, Banks may pay on ad hoc basis, the Dearness Relief payable to pensioners for the period August 2017 to January 2018 as per Annexure.
