Sir,
I am directed to convey the sanction of the President of India to the release of a sum of Rs.284969/- (Rupees Two Lakhs Eighty Four Thousand Nine Hundred and Sixty-Nine only) towards Grant-in-Aid in favour of the following 4 Pensioners Associations on their having been registered under NITI Aayog DARPAN and having been linked with PA&O under PFMS for meeting expenditure in connection with the implementation of objectives of ‘Pensioners’ Pertal’, as per the details given below:

2. Utilization Certificate in respect of earlier grant sanctioned to above Pensioner Association are enclosed.

3. Details of Recurring Grant for admissible Activities:
The maximum permissible amounts on {he individual component eligible for sanction/reimbursement in the form of Grant-in-Aid are as follows with flexibility of 25% on higher/lower side of individual component:

(i) Telephone + Internet Connection – Up to Rs. 12,000 per annum
(ii) Stationery+ Battery replacement – Up to Rs. 19,500 per annum
(iii) Subsidy towards Rent of Building/ Water/electricity/AMC of equipment – Up to Rs. 28,500 per annum
(iv) Remuneration Payable to Data entry (Part time) – Up to Rs. 15,000 per Operator
Total – Up to Rs. 75,000 per annum

4. Any other expenditure by the Pensioners’ Association on any activity/component other than those mentioned above will not be admissible from the Grant-in-Aid and will be treated as an unspent amount, to be recoverable or adjusted from the future grant as the case may. In case the actual expenditure during the year on individual. component is less than the permissible amount on individual components, the difference of Grant-in-Aid and the actual expenditure will be treated as unspent and will be adjusted in the next year’s grant.

5. Further, the above Grant-in-Aid is subject to maintaining a separate Bank Account for the Grant-in-aid under Pensioners’ Portal. The Grantee shall also furnish a Utilization Certificate (in the prescribed proforma) for the grant received and utilized during the year 2018-19 within six months of the close of the financial year 2018-2019 i.e. upto 30th September, 2019. Failure to do so will make the Grantee Pensioner Association liable for refund of entire Grant-in-Aid amount along with the interest.

6. The Pensioners’ Associations are required to submit a consolidated performance-cum-Achievement report immediately after utilization of this grant. The Associations are also required to prepare their Annual work Plan for the current and next financial year before they could become eligible for Grant of any further Grant-in-Aid for the next financial year.

7. The grant is further subject to the terms and conditions as indicated in the Annexure.

8. The above Pensioners Associations is, therefore, advised to book the utilization of funds for approved components under the Scheme of GIA through EAT Module under PFMS. Any expenditure incurred otherwise than through EAT module will not qualify for adjustment against the Grant-in-aid being sanctioned and released and the Association will be liable to refund such amount to this Department:

In View of the above Pensioner Associations are advised to book the expenditure against grant-in-aid only through PFMS EAT Module for the prescribed components as mentioned in the Sanction letter.

11. The Drawing & Disbursing Officer of the Department of Pension & Pensioners’ Welfare is authorized to draw the amount as mentioned in Col 5 of Table given in para l above for disbursement to the Grantee Pensioners Association by way of transferring the amount to the Bank Accounts of respeetive Pensioners’ Associations.

12. . The expenditure involved is debitable to Major Head “2070”- Other Administrative Services 00.800. Other Expenditure, ( Minor Head); 43- Plan Scheme of Department of Pensions and Pensioner Welfare, 43.01 Pensioners Portal; 43.01.31- Grants-in-Aid-General under Demand No.- 70 Ministry of Personnel, Public Grievances & Pensions for the year 2018 19.

13. The accounts of_ the above Pensioners Associations shall be Open to inspection by the sanctioning authority-and the audit, both by the Comptroller and Auditor -General of the India under the provision of CAG (DPC) Act, 1971 and internal audit by the Principal Accounts Officer of the Department of Pension & Pensioners’ Welfare, whenever the organization is called upon to do so.

14. This sanction issues under financial powers delegated to the Ministries/Departments of the Government of India with the concurrence of Integrated Finance Division vide Diary No. Dir (F/P)/E5250 dated 27.09.2018.

15. The expenditure of Rs. 284969/- (Rupees Two Lakhs Eighty Four Thousand Nine Hundred and Sixty-Nine only) has been noted in the grant-in-air register for the year 2018-2019.

Sub:- Grant of Dearness Relief in the 5th CPC series effective from 01.07.2018 to CPF beneficiaries in receipt of ex-gratia payment-reg

In continuation of this Department’s OM No. 42/06/2018-P&PW(G) dated 19.04.2018, the President is pleased to decide that the Dearness Relief w.e.f 01.07.2018 to the CPF beneficiaries in receipt of ex-gratia payment shall be paid in the following manner:-

(i) The surviving CPF beneficiaries who have retired from service between the period 11.1960 and 31.12.1985, and were sanctioned ex-gratia Rs, 600/ p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 and revised to Rs.3000, Rs.1000, Rs.750 & Rs.650 for Group A, B, C & D respectively w.e.f 4th June, 2013 vide OM No. 1/10/2012-P&PW(E) dtd. 27th June, 2013 shall be entitled to enhanced Dearness Relief from 274% to 284% w.e.f 01.07.2018.

(ii) The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 shall be entitled to enhanced Dearness Relief from 266% to 276% w.e.f 01.07.2018.

(a) The widows and eligible children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and were sanctioned ex-gratia payment of Rs. 605/- p.m. and revised to Rs.645/-p.m w.e.f 04 June, 2013 vide OM No 1/10/2012-P&PW(E) dated 27th June,2013.

(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs.659/-, Rs.703/- and Rs.965/-

2. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

3. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

4. In their application to the Indian Audit and Accounts Department, these orders issue after the concurrence of 0/o C&AG.

5. This issues in pursuance of Ministry of Finance, Department of Expenditure OM No. 1/3/2008-E.II(B) dated 11th Sept,2018.

Sub: Grant of Dearness Relief to Central Government pensioners/family pensioners — Revised rate effective from 01.07.2018.

The undersigned is directed to refer to this Department’s OM No. 42/06/2018- P&PW(G) dated 22.03.2018 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 7°/o to 9% w.e.f 01.07.2018.

2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4134/2002-P&PW(D) Vo1.11 dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Burma/ Pakistan, in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&PW(B) dated 11.09.2017.

3. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

4. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

5. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

6. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

7. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II134-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

8. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

9. This issues in accordance with Ministry of Finance, Department of Expenditure’s OM No. 1/2/2018-E.II(B) dated 07th Sept,2018.

Subject: Submission of documents / information by identified Pensioner Associations for release of Grant-in-aid during 2018-2019 under Web-based ‘Pensioners’ Portal’ Scheme.

Sir,

This Department would be considering the proposal for release of Grant-in-Aid for the financial year 2018-19 to various identified Pensioners’ Associations under the Scheme of Pensioners’ Portal. For this, it is necessary that the Pensioners’ Associations submit a brief on the activities undertaken in the last financial year and also formulate a Work Plan for the current financial year. While formulating the Action Plan it also needs to be ensured that activities under SANKALP are also included in the Work Plan.

2. You are also aware that during 2017-2018 Grant-in-aid was released on the basis of your registration (Unique Identification number) with NITI AAYOG DARPAN PORTAL with Unique ID registration No. with PFMS (EAT) module which was a mandatory requirement to get the grant-in-aid. Further, you had to book the utilization of funds for approved components under the Scheme of GIA through EAT Module under PFMS which is also mandatory requirement. Any expenditure booked otherwise than through EAT module will not qualify for adjustment against the Grant-in-aid sanctioned and released and the Association will be liable to refund such amount to this Department alongwith interest. Moreover, your Association may also not become eligible of for further release of Grant-inaid for 2018-2019 onwards. In this connection please refer to this Department’s sanction letter for release of Grant-in-aid for the financial year 2017-2018 and also refer to number of e-mails sent to you in the matter.

3. Accordingly, all the Pensioners Associations will have to download/provide a copy of Utilization Certificate and Statement of Accounts through PFMS-EAT module and subsequently audited by CA so as to enable you to get Grant-in-aid for the financial year 2018-2019.

4. You are therefore requested to furnish the following information/documents :

i) Activities undertaken during 2017-2018 with reference to Annual Action Plan 2017-2018 submitted by you in the enclosed proforma (Annexure-I)

ii) Annual work plan for the year 2018-19. While undertaking this exercise, you may include activities which may contribute to overall welfare of the pensioners.

iii) The Work Plan/activities undertaken under “SANKALP’ in pursuance of this Department’s letter NoA/36/2013-P&PW(C) dated 17.09.2014 (copy enclosed)

iv) The number of Pensioners Grievances registered online on CEPENGRAMS by the Pensioners Association through their login-ID and present status of these Grievances.

v) Total existing memberships of the Association as on 01.04.2018 and no. of members added/deleted during 2017-18and the present status.

vi) Utilization certificate and statement of accounts for the Grant-in-aid released during 2017-18 downloaded/retrieved from the PFMS-EAT Module and audited the same by CA.

vii) Filled in proforma for furnishing Association Details (Annexure-II)

3. In addition to above, the Pensioners’ Association are also required to submit quarterly progress report in this regard to the department of Pension & Pensioners’ Welfare for perusal.

4. In view of the above, all the identified Pensioners’ Associations are requested to submit the above stated information alongwith requisite documents latest by 30th July, 2018 positively so as to enable for this Department to release the Grant-in-Aid for the financial year 2018-19 well in time.

The undersigned is directed to refer to subject cited above and to say that the grant of dearness relief to rc»employed pensioners/family pensioners is presently regulated in accordance with the instructions contained in this Department’s 0M No. dated 02.07, 1999 and subsequently amended vide this Department’s dated 38/88/2008- dated 09.07.2009

2. DoPT, vide their OM No.3/3/2016-Estt.(Pay II) dated 01.05.2017 have issued instructions for revision of ignorable amount of pension from Rs.4000/- to Rs. 15000/- (Rupees Fifteen Thousand) for the purpose of fixation of pay in the re-employment post. Accordingly, the amount Of Rs. 4000/- appearing in this Department’s 0M dated is revised as Rs. 15000/- (Rupees Fifteen Thousand). The other conditions for grant of dearness relief In OM dated 02.07 1999 remain the same.

3. In their application to Indian Audit Accounts Department, these orders are being issued after consultation With the Comptroller & Auditor General of India.

4. This issues With the concurrence of Ministry of Finance, Department of Expenditure ID Note No.181/E-V/2017 dated 17.11.2017 and Department of Personnel & Trainmg ID Note no dated 18.09.2017.

Sub:- Revision of provisional pension sanctioned under Rule 69 of the CCS (Pension) Rules, 1972.

The undersigned is directed to say that in implementation of the decision taken on the recommendations of the 7th CPC, orders were issued vide this Departments’ OM No. 38/37/2016-P&PW (A)(ii) dated 04.08.2016 for revision of pension of pre-2016 pensioners/family pensioners w.e.f. 01.01.2016 by multiplying the pre-revised pension/family pension by a factor of 2.57. Subsequently, vide OM No. 38/37/2016-P&PW(A) dated 12.05.2017, it has been decided that the pension/family pension of all Central civil pensioners/family pensioners, who retired/died prior to 01.01.2016, may be revised w.e.f. 01.01.2016 by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay sclae/pay band and grade pay at which they retired/died.

2. Instructions were issued vide this Department’s OM of even number dated 30.11.2016 for extending the benefit of OM dated 4.8.2016 to the following categories of pensioners drawing provisional pension under Rule-69 of the CCS (Pension) Rules, 1972.

(i) Retired before 1.1.2016 and sanctioned provisional pension under Rule-69 of the CCS (Pension) Rules on account of departmental/judicial proceedings or suspension.

(ii) Suspended before 1.1.2016 and sanctioned provisional pension, based on their pre-revised pay under Rule-69 of the CCS (Pension) Rules on retirement on or after 1.1.2016.

3. It has now been decided that provisional pension sanctioned in the above cases may be revised w.e.f. 1.1.2016 in accordance with the instructions contained in this Department’s OM No. 38/37/2016-P&PW(A) dated 12th May, 2017. Higher of the two formulations i.e. OM dated 4.8.2016 or OM dated 12.5.2017 would be the revised provisional pension w.e.f. 1.1.2016 in such cases.

4. This issues with the approval of Department of Expenditure, Ministry of Finance ID No. 1(21)/E-V/2016 dated 15.01.2018

The Department of Pension & Pensioners’ Welfare, Ministry of Personnel, Public Grievances and Pensions, will organise next Pension Adalat on 9th February, 2018 under the auspices of MoS (PP) Dr Jitendra Singh, wherein 34 grievances of 17 Ministries/Departments (including 3 unresolved grievances) will be considered. The issues include revision of Family Pension, Commutation of Pension, final settlement of GPF, Fixed Medical Allowance etc. In the first Pension Adalat conducted in September 2017, out of 29 grievances, 26 have been resolved. To strengthen the grievances redressal mechanism, the department has started Pension Adalat wherein unresolved grievances are taken up and petitioner along with concerned Ministry/Department, Banks, CPAO etc. are brought at one common platform with an objective to provide on the spot resolution of grievance.

Department of Pension formulates policy of pension and pension related matters of central government employees and ensures welfare of pensioners’ through various activities. The Department felt that laying down the policy only is not sufficient, it is also equally important to create awareness of updated rules amongst pensioners. At present the strength of Central Government pensioners are around 61 lakh scattered across the country. Web based system along with Print and electronic media is a viable source to reach out to the pensioners living in far flung areas of the country. Pensioners’ Portal is a web based single platform created with the objective to disseminate pension related information as well as to provide redressal of the pensioners’ grievances at a single point. The system has been strengthened and now available on mobile app.

In the recent years following orders have been issued for the benefit of pensioners/family pensioners:

Minimum pension has been enhanced from Rs.3500/- to Rs.9000/- per month;

In case of Disability Pension, minimum pension is Rs.18,000/- per month;

The ceiling of gratuity has been increased from the existing Rs.10 lakhs to Rs.20 lakhs;

Constant Attendant allowance has been increased from Rs.4500/per month to Rs.6750/- per month;

Fixed Medical allowance (FMA)enhanced from Rs. 500/- per month to

Rs.1000/- per month;

The rates of ex-gratia lump sum compensation being paid to the families of employees who die in performance of duty has been increased from existing Rs. 10-15 lakhs to Rs.25-45 lakhs;

Divorced daughter will be eligible for family pension if divorce case has been filed before the death of pensioner/family pensioner, even though the judgment has been passed after the death of the pensioner /family pensioner;

Permission of CMO/CGHS has been dispensed with for sanctioning Fixed Medical Allowance (FMA) to pensioners residing in cities/areas not covered under CGHS;

General Provident Fund (Central Service) Rules has been liberalized by raising the limits and by including more reasons for withdrawals. Procedures have been simplified by allowing subscribers to withdraw funds based on a simple declaration;

Order issued to ensure timely payment of final GPF. Responsibility to be fixed at each level if GPF final payment gets delayed.

In order to ensure timely and accurate settlement of pension, this department has started an online pension assessment and sanction system called ‘Bhavishya’. As of now 429 offices of civil ministries/departments are on the board of Bhavishya processing 15,000 pension cases of government employees. This system has been developed based on CCS (Pension) Rules, 1972 with inbuilt automatic calculation system. It avoids repetition of manual entry at various levels, thereby reducing the chances of human error.

After implementation of 7th CPC recommendations, the cases of revision of pension of pre-2016 pensioners have also been processed on Bhavishya. The revision module in Bhavishya is based on concordance tables issued by Department of Pension & PW and facilitates the offices to revise pension cases without any manual calculation. As of now 35523 cases have been processed through Bhavishya.

This Department is also promoting use of submission of Digital Life Certificate among the pensioners so that they can submit life certificate from anywhere without waiting in long queue in banks. Till date 93% of pensioners accounts have been seeded with Aadhar number which enables them to avail the digital life certificate in future. From 01.11.2017 to 31.01.2018, total 61, 47,119 pensioners have submitted their life certificate through Jeevan Pramaan.

Department of Pension is regularly organizing Pre-Retirement Counseling (PRC) for employees nearing retirement to create awareness about the procedure of getting pensionary benefit in time and explore the opportunity using their skill towards nation building post retirement. Till date 38 PRCs have been conducted benefiting 3801 retiring government servants. Department also conducts Training of Trainers to strengthen in house capabilities of Government Ministries/Departments for conducting Pre-retirement counseling for their own retiring employees.

On the direction of Hon’ble Prime Minister, Department has developed ANUBHAV an online system of sharing experiences by retiring government employees. ANUBHAV is facilitating retiring officials to record their experiences and create a wealth of institutional memory for future generations. To encourage retirees for submission of quality write ups, an award scheme has also been instituted. In 2017, contributors of 16 write ups have been awarded by MoS (PP) Dr Jitendra Singh.

Sub: Grant of Fixed Medical Allowance to Central Government Civil Pensioners residing in areas not covered under Central Government Health Scheme -reg.

The undersigned is directed to refer to this Department’s OM No.38/99/99-P&PW(C) dated 17-4-2000 on the subject mentioned above and to say that in accordance with the instructions contained therein, Central Government Civil Pensioners, residing in an area not served by any CGHS dispensary or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, even though their places of residence may fall within the limits of a CGHS covered cities, are required to submit the following documents for claiming Fixed Medical Allowance:

a) An undertaking in the prescribed format.

b) A certificate from the Medical Authorities of CGHS or from authorities of corresponding Health Schemes of the concerned Ministries/Departments, as the case may be, that the area where the pensioner is residing is not served by any dispensary under CGHS or the corresponding Health Scheme administered by the Ministry/Department.

2. Keeping in view the difficulties being faced by the pensioners in obtaining the required certificate from the concerned Medical Authorities, the matter has been reconsidered in consultation with the Ministry of Health and Family Welfare. It has now been decided that the pensioners, residing in areas not covered by CGHS or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, would no longer be required to submit a certificate referred to in para 1 (b) above.

However, such pensioners would continue to submit an undertaking in the
following format:
I , a retired employee of _____ (Office Address) declare that I am residing at (Residential Address indicated in PPO) , which area is not covered under CGHS or any corresponding Health Scheme administered by the Ministry/Department of , (as the case may be). I have also not obtained and do not wish to obtain a CGHS Card for availing out-door facilities under CGHS/Corresponding Health Scheme of other Ministries/Departments from any dispensary situated in an adjoining area.

3. A Central Government Civil Pensioner is also required to fill the enclosed Form along with above mentioned undertaking.

4. All the pension disbursing authorities are required to obtain the above undertaking along with the Form, as mentioned in Para 3 above, from such pensioners before sanctioning Fixed Medical Allowance. An entry to this effect should also be made in their PPOs.

Sub:- Implementation of Government’s decision on the recommendations of the Seventh Central Pay Commission — Fixation of Pension of Medical Officers retired during 1.1.2016 to 30.6.2017

In accordance with Rule 33 of Central Civil Services (Pension) Rules, 1972 the emoluments reckoned for calculation of pension include Non-practicing Allowance (NPA) granted to medical officers in lieu of private practice.

2. In the case of medical officers who have retired from 1.1.2016 to 30.6.2017, the pension is based on emoluments which included NPA @ 25% of the pre-revised pay. Orders have been issued by Ministry of Finance (Department of Expenditure) vide OM No.12-2/2016-EIII.A dated 7th July, 2017 for grant of NPA to serving medical officers @ 20% of basic pay w.e.f. 1.7.2017. Accordingly, the medical officers retired/retiring on or after 1.7.2017 are entitled to pension based on emoluments which include NPA at the rate of 20% of the revised basic pay.

3. The matter regarding revision of pension of the medical officers who retired during 1.1.2016 to 30.6.2017 based on revised rate of NPA has been examined by the Government. It has been decided that the pension/family pension in respect of medical officers who retired/died during 1.1.2016 to 30.6.2017 shall be further revised w.e.f. 1.7.2017 by adding NPA @ 20% to the basic pay on the date of retirement.

4. The fixation of pension/family pension of retired medical officers in the above manner will be further subject to the condition that emoluments (i.e. Basic Pay + NPA) to be reckoned for pension do not exceed Rs.2,37,500/- (Rupees two lakh thirty seven thousand and five hundred only).

5. This issues with the approval of Ministry of Finance, Department of Expenditure vide their I.D. No. 1(18)/E-V/2017 dated 23rd October, 2017.
