Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.07.2018 onwards —reg.

Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/2/2018-E-II(B) dated 07.09.2018, duly endorsed vide this Department’s letters No.8-1/2016-PAP dated 12.09.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA Matrix at the same rates as applicable to Central Government Employees with effect from 01.07.2018. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be the same rates as payable to Central Government Employees i.e. @ 9% (percent) with effect from the 1st July, 2018.

2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks (GDS).

3. The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 4057 Dated 25.09.2018.

Finance Department of Haryana State Government has published orders on additional Dearness Allowance to the employees working under Haryana Government on Revised Sclaes of pay shall be enhanced from the existing rate of 7% to 9% of Basic Pay with effect from 1.7.2018.

The payment of arrears of revised rate of Dearness Allowance for the month from July to August 2018 will be made in the month of October 2018.

Subject:- Rate of Dearness Allowance applicable w.e.f. 01.07.2018 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 6th Central Pay Commission

The undersigned is directed to refer to this Department’s O.M. of even No. dated 28th March, 2018 revising the rate of Dearness Allowance w.e.f. 01.01.2018 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 6th Central Pay Commission.

2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing 142% to 148% w.e.f. 01.07.2018.

3. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(3)/2008- E.II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

4. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

The undersigned is directed to refer to this Ministry’s letter RBE No 39/2018 dated 19.03.2018 (F. No. PC-VII/2016/I/7/2/1) on the subject mentioned above and to say that the President is pleased to decide that the Deamess Allowance payable to Railway employees shall be enhanced from the existing rate of 7% to 9% of the basic pay with effect from 1st July, 2018.
2. The term ‘ basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per i 11 CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be distinct element of remuneration and will not be treated as pay within the ambit of Rule 1303 (FR 9(21)), Indian Railway Establishment Code, Volume – II (Sixth Edition – 1987)- Second Reprint 2005.
4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.
5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of September, 2018.
6. This issues with the concurrence of Finance Directorate of Ministry of Railways.

6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Today Union Cabinet approved to hike 2% Additional DA & DR for CG Employees and Pensioners with effect from July 2018

Cabinet approves additional 2 percent Dearness Allowance (DA) for Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1st July, 2018

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modihas approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Deamess Relief would be Rs.6112.20 crore per annum and Rs.4074.80 crore in the financial year 2018-19 (for a period of 08 months from July, 2018 to February, 2019).

This will benefit about 48.41 lakh Central Government employees and 62.03 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

I am directed to invite a reference to Finance Department circular letter No.4/3/2016-5FR/11964 dated 18th April,2017 on the subject noted above and to say that the Governor of Haryana is pleased to decide that the Dearness Allowance payable to Haryana Government Employees on revised scales of pay shall be enhanced from the existing rate of 4% to 5% of the pay w.e.f. 1st July, 2017

2. The installment of Dearness Allowance payable under these orders shall be paid in cash to all Haryana government employees with the salary for the month of October,2017 to be paid in November,2017.

3. From the Government of India, Ministry of Finance, Department of Expenditure, New Delhi, Office Memorandum No.1/3/2008-E-II (B), dated 26th September, 2017.

ORDER:

In the Government Order first read above, orders were issued sanctioning revised rate of Dearness Allowance to State Government employees as detailed below:-

2. The Government of India, in its Office Memorandum second read above, has conveyed its decision to enhance the Dearness Allowance to its employees from the existing rate of 4% to 5% of the basic pay with effect from 01.07.2017.

3. The Government of India in its Office Memorandum third read above,enhanced the Dearness Allowances from the existing 136% to 139% with effect from 01.07.2017, to its employees continuing to draw their pay in the pre-revised pay band/grade pay as per Sixth Central Pay Commission recommendations.

4. The Government, after careful consideration of the Government of India’s decision to enhance the Dearness Allowances to its employees drawing pay in the pre-2016 scales of pay, has decided to enhance the Dearness Allowances of its employees by 3% with retrospective effect from 01.07.2017. Accordingly, the Government direct that the Dearness Allowances of the State Government employees be revised as indicated below:-

5. The Government also direct that (i) the arrears of the enhanced Dearness Allowances for the months of July to September, 2017 be drawn and disbursed immediately by existing cashless mode of Electronic Clearance System (ECS); and (ii) while working out the revised Dearness Allowance, fraction of a rupee shall be rounded off to next higher rupee if such fraction is 50 paise and above and shall be ignored if it is less than 50 paise.

6. The Government further direct that the revised Dearness Allowance sanctioned above shall be admissible to full time employees who are at present getting Dearness Allowance and paid from contingencies at fixed monthly rates. The revised rates of Dearness Allowance sanctioned in this order shall not be admissible to part-time employees.

7. The revised Dearness Allowance sanctioned in this order shall also apply to the teaching and non-teaching staff working in aided educational institutions, employees under local bodies, employees governed by the University Grants Commission/All India Council for Technical Education scales of pay, the Teachers/Physical Education Directors/Librarians in Government and Aided Polytechnics and Special Diploma Institutions, Village Assistants in Revenue Department, Noon Meal Organisers, Child Welfare Organisers, Anganwadi Workers, Cooks, Helpers, Panchayat Secretaries in Village Panchayats under Rural Development and Panchayat Raj Department and Sanitary Workers drawing special time scale of pay.

8. The expenditure shall be debited to the detailed head of account `03. Dearness Allowance’ under the relevant minor, sub-major and major heads of account.

9. Necessary additional funds will be provided in Revised Estimate /Final Modified Appropriation 2017-2018. Pending provision of such funds,the Drawing and Disbursing Officers are authorized to draw and disburse the amount as ordered above.

10. The Pay and Accounts Officers / Treasury Officers shall admit and honour the bills, if otherwise found in order, without waiting for the authorization from the Accountant General (A&E), Tamil Nadu, Chennai-18.

11. This order issues with Additional Sanction Ledger Number 1616 (One thousand six hundred and sixteen)

The undersigned is directed to refer to this Department’s OM. of even No. dated 7th April, 2017 revising the rate of Dearness Allowance w.e.f. 1.1.2017 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre~revised pay scales as per 5th Central Pay Commission.

2.The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing 264% to 268% w.e..f. 1.7.2017.

3.The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(13)/97–E.II(B) dated 3rd October, 1997 shall continue to be applicable while regulating Dearness Allowance under these orders.

4.The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

OFFICE MEMORANDUM

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1.1.2017.

The undersigned is directed to refer to this Department’s OM No. 42/15/2016-P&PW(G) dated 16th Nov, 2016 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 2% to 4% w.e.f. 1.1.2017.

2. These orders apply to (i) Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensloners/family pensioners (v) Pensioners who are in receipt of provisional pension.

3. These orders shall not be applicable on following categories
(i) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan who are lndian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance.

(ii) Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3 restored commuted portion of pension.

(iii) CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No.45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1/10/2012-P&PW(E) dated 27.06.2013.

Separate orders will be issued in respect of the above categories.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and reemployed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CPL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No.1/3/2017-E.II(B) dated 30th March, 2017.
