Sub:– Productivity Linked Bonus for the Accounting Year 2017-18

The undersigned is directed to convey the sanction of the President of India to the payment of Productivity Linked Bonus for the Accounting year 2017-18 equivalent of emoluments of 60 (sixty) days to the employees of Department of Posts in MTS/Group ‘C’ and non-gazetted Group ‘B’. Ex-gratia payment of Bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities and Ad-hoc payment of bonus to casual laborers who have been conferred Temporary status are also to be paid equivalent to allowance/wages respectively for 60 (sixty) Days for the same period.

1.1 The Calculation for the purpose of payment of bonus under each category will be done as indicated below:

2. REGULAR EMPLOYEES:
2.1 Productivity Linked Bonus will be calculated on the basis of the following formula:

Average emoluments X Number of days of bonus

2.2 The terms “emoluments” for regular Departmental Employees includes Basic pay in the pay Band plus Grade pay Dearness Pay personal pay special pay (Allowance) S.B allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance to Faculty Members in Training Institutes. In case of drawal of salary exceeding Rs.7000/- (Rupees Seven Thousand Only) in any month during the accounting year 2017-18 the emoluments shall be restricted to Rs.7000/- (Rupees Seven Thousand Only) per month only.

2.3 “Average Emoluments” for a regular employee is arrived at by dividing by twelve. the total salary drawn during the year 2017-18 for the period from 1.4.2017 to 31.03.2018 by restricting each months salary to Rs.7000/- per month However for the periods of EOL and Dies Non in a given month. proportionate deduction is required to be made from the ceiling limit of Rs.7000/-

2.4 In case of those employees who were under suspension or on whom dies-non was imposed or both during the accounting year the clarification orders issued vide paras 1 & 3 respectively of this officer order No.26-8/80-PAP (Pt.I) dated 11.6.1981 and No.26-4/87-PAP(Pt.II) dated 8.2.1988 will apply.

2.5 Those employees who have resigned/retired or left services or proceeded on deputation within the Department of posts or those who have proceeded on deputation outside the Department of Posts after 31.03.2018 will also be entitled to bonus. In case of all such employees, the Productivity Linked Bonus admissible will be as per provisions of Paras 2.1 to 2.3 above

3. GRAMIN DAK SEVAKS (GDS)
3.1 In respect of GDS employees who were on duty throughout the year during 2017-18 Average monthly Time related continuity allowance will be calculated taking into account the Time Related continuity Allowance (TRCA) plus Corresponding Dearness Allowance drawn by them for the period from 1.4.2017 to 31.3.2018 divided by 12. However where the Time Related continuity Allowance exceeds Rs.7000/- in any month during this period the allowance will be restricted to Rs.7000/- per month. Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:

3.2 The allowance drawn by a substitute will not be counted towards bonus calculation for either the substitutes or the incumbent GDSs. In respect of those GDS who were appointed in short term vacancies in Postmen/MTS cadre, the clarification orders issued vide directorate letter No.26-6/89-PAP dated 6.2.1990 and No.26-7/90-PAP dated 4.7.1991 will apply.

3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment. or for having been put off duty or for having left service. He will be paid proportionate ex-gratia bonus calculated by applying the procedure prescribed in para 3.1 above.

3.4 Those Gramin Dak Sevaks who have resigned discharged or left service after 01.04.2018 will also be entitled to proportionate ex-gratia Bonus in case of all such Gramin Dak Sevaks. the ex-gratia Bonus admissible will be as per provisions of para 3.1 above.

3.5 In case of those Gramin Dak Sevaks who were under put off or on whom dies-non was imposed or both during the accounting year the clarificatory orders issued vide paras 1 & 3 respectively of this office order No.26-08/80-PAP (Pt-I) dated 11.6.1981 and No.26-04/87-PAP(P.II) dated 8.2.1988 will apply.

4. FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS CASUAL LABOURERS
4.1 Full Time Casual Laborers (including Temporary Status Casual Laborers who have worked for 8 hours a day for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on (31.03.2018)‎ will be paid ad-hoc bonus on notional monthly wages of Rs.1200/- (Rupees Twelve hundred only) The maximum ad-hoc bonus will be calculated as below:

The above rate of bonus per day may be applied to the number of days for which the services of such casual laborers had been utilized during the period from 1.4.2017-31.03.2018. In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2017 to 31.3.2018. the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.

5. The amount of Productivity Linked Bonus / ex-gratia payment / Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the head “Salaries” under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met from the sanctioned grant for the year 2018-19.

6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by Circles and consolidated figures be intimated to the Budget Section of the Department of Posts. The Budget section will furnish consolidated information to PAP section about the total amount of bonus paid and the total number employees (category-wise) to whom it was disbursed for the Department as a whole.

7. This has the approval of Hon’ble Finance Ministry vide Ministry of Finance Department of Expenditure’s ID No. 942259/E III(A)2018 dated 12.10.2018 and issue with the concurrence of AS & FA vide Diary No.100/FA-2018/CS dated 15.10.2018.

Madam/Sir,

The Central Government has conveyed its approval to the existing Productivity Linked Bonus Scheme for the year 2017-2018 for the employees of EPFO vide MoL&E letter No A-26022/1/94-SS.1 (Pt) dated 12th October, 2018.

2. Accordingly, the competent authority is pleased to convey the approval for payment of the Productivity Linked Bonus for the year 2917-2018 for 60 (Sixty) days in all the offices of EPFO. The bonus of 60 days has been assessed on the basis of data/information submitted by the Zonal Offices in compliance to Head Office letter dated 25.09.2018. The payment of bonus is to be released to all Group 'C' and Group 'B' (Non-Gazetted) employees of EPFO.

3. The terms and conditions governing payment of P.L.B. will be as per the instructions issued by the Ministry of Finance O.M. No. 7/24/2007/E.III(A) dated 08.10.2018 for payment of the bonus to the employees in Central Government departments from time to time. However, the quantum of bonus may be assessed as per the following formula, as given in above letter:-

I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No. F.24(6)/80/D(JCM), dated 28th September, 1983, as amended from time to time, and to convey the sanction of the President to the payment of 40 days (Forty days) wages in cash as PLB for the year 2017-2018 to the eligible civilian employees of the Indian Navy.

2. The entitlement has been worked out on the basis of the working results for the year 2017-2018 in accordance with the agreed formula.

3. The PLB will be paid to all eligible Gp. ‘B’ (Non-Gazetted), Gp. ‘C’ & Gp. ‘D’ civilian employees of ADC who are covered under PLB Scheme for the accounting year 2017-2018. The calculation ceiling of Rs.7000/-(7000×40/30.4) and other terms and conditions of the. PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/- p.m. (1200×40/30.4) for the accounting year 2017-2018. However, in cases where the actual wages fall below Rs.1200/- pm, the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2018-2019, without any additionality.

6. This issues with the concurrence of the Ministry of Finance [Department of Expenditure] vide their ID No 922249/E.III(A)dated 04/10/2018 and Defence (Finance /AG/PB) vide their Dy. No. 155/AG/PB dated 10.10.2018.

Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2017-18

The Department of Expenditure has published the order for granting Non-Productivity Linked Bonus (Ad-hoc Bonus) to all Central Government Employees for the year 2017-18.

Ad-hoc Bonus (Non-Productivity Linked Bonus) eligible for all employees in Group ‘C’ and all Non-Gazetted employees in Group ‘B’, who are not covered by any PLB Scheme.

The calculation ceiling for payment of Ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000 as revised from April, 2014.

To illustrate, taking the calculation average emoluments exceed Rs.7000, Ad-hoc Bonus for 30 Days would work out to Rs.7000 x 30 / 30.4 = 6907.89 (rounded off to Rs.6908)

Subject: Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2017-18

The undersinged is directed to convey the sanction of  the President to the grant of Non-productivity Linked Bonus to  30 days emoluments for the accounting year 2017-18 to the Central Government employees in Group ‘C’ and all non-gazetted employees in Group B, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014-E.III(A), dated 29th August, 2016. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:-

(l) Only those employees who were in service as on 31.3.2018 and have rendered at least six months of continuous service during the year 2017-18 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months):

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non- PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed Rs. 7000), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4=Rs.6907.89 (rounded off to Rs.6908/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i,e.Rs.1184 21 (rounded off to Rs.1184/-). in cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) Various points regarding regulation of Ad-hoc / Non-PLB Bonus are given in the Annexure.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned. these orders are issued in consultation with the Comptroller and Auditor General of India.

Sub: Grant of ‘ad-hoc bonus’ for the Central Autonomous Bodies for 2015-16, 2016-17 and 2017-2018- reg.

Kindly call for our earlier letter of even number dated October 30, 2017(copy enclosed), whereby it was requested, while thanking the government for having implemented VII CPC recommendations in case of staff of the Central Autonomous Bodies, that, their genuine grievance in respect of payment PLB/Ad-hoc bonus to these staff should also be considered .

It would be pertinent to recall that, Finance Ministry used to extend the benefit of PLB/Ad-hoc Bonus to the Central Autonomous Bodies also at par with other Central Government employees till the year 2014-15. Surprisingly, employees of the Central Autonomous Bodies have been deprived of this benefit after the year 2014-15 without assigning any bonafide reason thereto.

It is, therefore, requested that, necessary action may kindly be taken for granting ad-hoc bonus to the Central Autonomous Bodies also on par with the Central Government employees for the years 2015-16, 2016-17 and 2017-2018, as was being done till the year 2014-15 in the larger interest of justice and parity.

Important guidelines and illustrations are given in Annexure-I, II and III

Annexure-I 
1. Bonus is payable to those employees whose salary does not exceed Rs.21,000/- per month. In other words no Bonus is payable to those employees whose salary exceeds Rs.21,000/- per month. Please see the examples given in the Annexure-II.

2. Every employee (including temporary employees) who had worked in the bank for not less than 30 working days during the financial year is eligible to receive the Bonus.

3. The maximum amount of Bonus payable to any eligible employee should be only Rs.7,000/- where an employee has worked for all 365 days.

4. For the purpose of computing the number of days during which the employee worked in the accounting year, he/she will be deemed to have worked on the days on which he/she has been on leave with salary / wages.

5. The minimum amount of Bonus payable to any employee is stipulated as Rs.100/- or the actual eligibility @ 8.33% whichever is higher.

6. In case, if the earning of an employee is reduced during a month on account of loss of pay, Bonus payable for that particular month should be calculated proportionately. An illustration is given in the Annexure-III

7. An employee will be disqualified for receiving Bonus if he is dismissed from the Service of the Bank due to (a) fraud (b) riotous or violent behaviour within the premises of the Bank of (c) theft, misappropriation or sabotage of any property of the Bank. In all such cases the matter should be referred to Human Resources Department (IR), Head Office for necessary instructions.

8. In case of employees who were placed under suspension / dismissed / discharged for misconduct prior permission from our Human Resources Department (IR), Head Office, may be sought before making any payment towards Bonus.

9. In respect of those employees who are eligible for payment of Bonus for the year 2016-17, but deceased, the Bonus amount shall be paid to their legal heirs provided a claims is preferred within one year form the date of this circular. These cases should also be referred to Human Resources Department (IR), Head Office.

10. No advance against Bonus should be made pending receipt of salary particulars from other branches.

11. Leave encashment is not to be treated as salary/wages for the payment of Bonus.

12. Branches claiming Bonus pertaining to earlier years should route their claims through their respective Zonal offices duly substantiating the reasons for delay in making payment. Zonal office should confirm that the amount is not reimbursed to branches earlier. The amount may be Claimed separately and it should not be clubbed with the bonus amount related to this year.

13. Special points requiring specific personal attention of salary disbursement authorities and contravention of which will attract action against them. 

• Bonus register in form “C” should be maintained for each year in which all the particulars of each employee are to be filled without leaving any column blank.

• Acquaintances should be obtained at the time of payment of Bonus from all the employees to whom Bonus is paid. • At the time of inspection by Labour Enforcement Officer, all the relevant records should be produced before the concerned for verification. 

• As per the payment of Bonus rules 1975, every branch shall send an annual return in Form “D” to the concerned Labour Enforcement Officer (Central) so as to reach within 30 days of payment of Bonus. A proforma of form “D” is given in the Annexure. All the branches are advised to note the same and submit the annual return without fail. 

Branch Managers will be personally held responsible for non-submission of this return. 
Please note that all Bonus payments must invariably be claimed from Head Office. Please do not debit Profit & Loss A/c - Bonus at the Branch level.

ANNEXURE –II Example: 1

An employee has drawn salary of Rs.15800/- for April 2016, Rs.16500/- for May, Rs.17300/- for June, Rs.18300/- for July and August 2016, Rs.19700/- for September and October 2016, Rs.20700/- for November 2016 and from December 2016 to March 2017 Rs.21200/-. Bonus payable to the employee is calculated as under.

EXAMPLE – 2

Where the salary of an employee is reduced on account of loss of pay, the Bonus payable for that particular month should be reduced proportionately. Where the salary payable to an employee is more than 21,000/- per month but the salary earned for the respective month is reduced to below Rs.19,900/- per month on account of loss of pay, he is not eligible for payment of bonus.
